《化妆品分类规则和分类目录》的公告（2021年）

为贯彻落实《化妆品监督管理条例》，规范和指导化妆品分类工作，国家药监局制定了《化妆品分类规则和分类目录》（以下称《分类规则》），现予公布，自2021年5月1日起施行。现就实施有关问题公告如下：
一、自2021年5月1日起，化妆品注册人、备案人申请特殊化妆品注册或者进行普通化妆品备案时，应当依据《分类规则》填报产品分类编码。
二、2021年5月1日前已经取得注册或者完成备案的化妆品，化妆品注册人、备案人应当于2022年5月1日前，通过化妆品注册备案信息服务平台补充提供产品分类编码。

In order to implement the regulations on the supervision & administration of cosmetics and standardize & guide the classification of cosmetics, the National Medical Products Administration has formulated the classification rules and catalogue of cosmetics (hereinafter referred to as the classification rules), which are hereby promulgated and shall come into force on May 1, 2021. We hereby announce the following issues concerning the implementation:
1、 As of May 1, 2021, when applying for registration of special cosmetics or filing of ordinary cosmetics, the registrant and filing person of cosmetics shall fill in the product classification code according to the classification rules.
2、 For cosmetics that have been registered or filed before May 1, 2021, the registration person and filing person of cosmetics shall provide the product classification code through the cosmetics registration and filing information service platform before May 1, 2022.
